About Us

Phoenix Cosmetic Tools is the contract manufacturing arm of Phoenix Global Partners, LLC. PGP was founded in 2005 after a management buy-out of Victoria Vogue, Inc., a premier cosmetic applicator manufacturer and supplier for over 70 years.

The three principals of Phoenix, Susan Yoo, Robert Johnson, and Steven Wilson collectively have over 90 years experience in manufacturing, product development, and distribution. Twenty-two of those years have been in the cosmetics industry.

Phoenix manufactures all its products in China, Japan, Korea and Europe, and has strategic partnerships with factories around the world. The company maintains its sales, product development, quality assurance, and distribution operations in Pennsylvania’s Lehigh Valley.
